Peculiarities and procedure for admission of foreigners and stateless persons to PDTSU

Admission for training of foreigners and stateless persons to the State Pedagogical and Pedagogical Institute of Higher Education is carried out in accordance with the Laws of Ukraine “On higher education”, “On the legal status of foreigners and stateless persons”, “On foreign Ukrainians”, “On refugees and persons who need additional or temporary protection “, by Decree of the President of Ukraine of June 3, 1994 No 271” On measures for the development of economic cooperation of the oblasts of Ukraine with the adjacent regions of the Republic of Belarus and the administrative and territorial units of the Republic of Moldova “, Cabinet of Ministers of Ukraine of February 26, 1993 No136 “On Education of Foreign Citizens in Ukraine”, of September 11, 2013 No. 684 “Some Issues of the Recruitment Kit for Foreigners and Stateless Persons”, by order of the Ministry of Education and Science of Ukraine of November 01, 2013 No 1541 “Some Issues of Organization of Recruitment and Training (Internship) of Foreigners and Stateless Persons”, registered at the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536 (as amended by the Ministry of Education and Science of Ukraine Decree of December 11, 2015 No. 1272) .

Foreigners and stateless persons (hereinafter foreigners) may obtain higher education at the expense of natural persons (legal entities), unless otherwise provided by international treaties of Ukraine, the consent of which is provided by the Verkhovna Rada of Ukraine, legislation or agreements between higher educational establishments. about international academic mobility. Admission of foreigners to higher education institutions at the expense of the state budget is carried out within the limits of quotas for foreigners. Quota for foreigners – defined part of the volume of places of state O request which is used for the reception of applicants from among: foreigners who come to study in accordance with international agreements of Ukraine, Ukrainian Foreign whose status certificate certified by a foreign Ukrainian.

Foreigners who come to Ukraine for the purpose of study, enter the State Pedagogical University “PSTU” according to accredited educational programs (specialties).

A foreigner shall personally submit a paper application to the State Technical University “PSTU”.
To the statement the foreigner adds:
A document (the original and a copy thereof) about the previously obtained educational degree (educational qualification level), on the basis of which the entry is made;
An appendix (original and a copy thereof) to the document on the previously obtained educational degree (educational qualification level), on the basis of which the entry is made (if any);
Academic certificate issued by a foreign / Ukrainian educational institution (academic transfer is added in case of transfer or renewal to study, starting with the second year);
An original and a copy of the document containing information on the content of the curriculum by previous higher education level, credits received, length of study and academic achievement at admission for the master’s degree or postgraduate education;
A copy of the alien’s passport or identity card;
Health insurance policy, unless otherwise provided by international treaties of Ukraine;
3 x 4 cm 4 photo cards (3 x 4 cm);
A copy of the certificate of a foreign Ukrainian.
The documents referred to in paragraphs 1-5 of this paragraph must be translated into Ukrainian with a notarized translation certificate. The documents referred to in subparagraphs 1-5 of this paragraph shall be certified in their country of issue in the form officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine. Terms of conducting exams and enrollment of foreigners and stateless persons who have arrived in Ukraine for the purpose of study and join “PSTU” in accordance with quotas or entered on the basis of contracts concluded by “PSTU” with individuals and legal entities are determined by the law on the continuity of their registration with the bodies of the migration service (5-10 calendar days from the date of signing the order on deductions from the previous level of study), namely from July 1.

Enrollment of applicants from among foreigners for study at the expense of natural (legal) persons may be carried out by the State Educational Institution “PDTU”:
1) twice a year, from 01.07.2019 to 30.10.2019; and at the beginning of the academic semesters (but not later than November 1 and March 1, respectively) to earn bachelor’s, master’s degrees;
2) during the year for postgraduate and doctoral studies;
3) during the year to study under the programs of the preparatory faculty (department), to study the state language or the language of study, as well as to obtain postgraduate education, advanced training, internship, in the order of transfer and renewal – based on the decision of the Admissions Committee of the State Pedagogical University “PDTU” for the results of the examination of the documents submitted in accordance with paragraph 4 of this Annex;
4) during the year for training in academic mobility programs – in accordance with the Regulation on the exercise of the right to academic mobility, approved by the Resolution of the Cabinet of Ministers of Ukraine of August 12, 2015 No 579.
“PSTU” calculates the points / grades of the entrant on the basis of the document on the previous level of education and establishes the minimum necessary for the entry of the value of the number of points / grades in the general subjects from which the entrance test is conducted.
Admission of foreigners to study at an appropriate higher education level is based on entrance examinations in certain subjects and language of study and on the basis of academic rights to continue education provided by a document on the level of education obtained in the country of origin, and taking into account the points of success that entitle continuing education at the next higher education level in accordance with the law of the country that issued the educational attainment document.
The entrance examinations are conducted in the following subjects: for the specialty 163 “Biomedical Engineering” – biology, language of instruction; on the specialty 242 “Tourism”, 035 “Philology”, 231 “Social work” – country studies, language of study; for all other specialties listed in Annex 2 of these Rules – mathematics, language of study. The minimum total score (by the results of entrance tests and from based on the entry score of the entrant based on the document on the previous level of education) is 100 points on a 200-point rating scale.

Orders for enrollment of foreigners for studies are issued by the Rector of the State Educational Institution “PSTU” on the basis of the decision of the Admission Committee.

Foreigners who are awarded state scholarships under international treaties, national programs, other international obligations of Ukraine are admitted to training within the established quotas for foreigners on the basis of directions of the Ministry of Education and Science of Ukraine.

Foreigners who come to Ukraine for participation in academic mobility programs or for higher education under the educational programs agreed between Ukrainian and foreign higher education institutions, are accepted for training in accordance with the relevant contractual obligations of the State Technical University.

Foreign Ukrainians who are legally resident in Ukraine and whose status is certified by a certificate of a foreign Ukrainian enjoy the same educational rights as citizens of Ukraine, except for those established by the Constitution of Ukraine, with the exception of the Constitution of Ukraine. or international treaties, the consent of which was provided by the Verkhovna Rada of Ukraine.

Overseas Ukrainians, whose status is certified by a foreign Ukrainian, may be enrolled in state-ordered training within the established quotas for foreigners for interviewing the subjects referred to in paragraph 5 of this Annex.

Documents on the education of enrolled foreigners, issued by educational institutions of other countries, are being recognized in the country in accordance with the law.
This requirement does not apply to documents from foreigners who are enrolled in academic mobility and internship programs for which no relevant qualifications or degrees are awarded.
